So when we turn on the moderation queue only editors and above are normally unmoderated. However, you or any other admin can go to Special Pages -> User Rights and set unmoderated privs to regular (non-editor) users. The moderation queue not only prevents vandalism, but it allows for quality control. I will pass this info on to the other admins.
